Herzog Transit Services, Inc. is currently seeking a Training/Track Access Manager in Kansas City, MO to join our team!


KC Streetcar is currently expanding it’s downtown service with the Main Street Extension and the Riverfront Extension projects, which will serve UMKC and the County Club Plaza to the south and the Riverfront and KC Current stadium to the north.  Revenue service operations on these extensions are scheduled to begin in 2025.    


Duties and Responsibilities:

*This is a non-exhaustive overview of the job duties for this position.

  • Assist with Company’s safety policies and programs, and make revisions as needed to maintain its compliance with applicable regulations.
  • Manage the track access program.
  • Participate in all internal and external safety audits, including, but not limited to; facilities, property, vehicles, platforms, ROW, plans, programs and employee files.  Work with HTSI managers, KCSA, KCMO, & MODOT on immediate corrections, findings and corrective action plans.
  • Work with managers and supervisors in managing hazardous working conditions and eliminating unsafe employee activities. Investigate and recommend improvements in processes, design, procedures and operations to minimize potential hazards.
  • Assist managers and supervisors in investigating and documenting all property damage, personal injuries, safety violations and unsafe conditions and activities. Review documentation to ensure that all required records and reports are complete, accurate and submitted per established procedures.
  • Assist in the development, implementation and coordination of the safety training programs. This may include employee orientations, operator certification, track access, specific program trainings, monitoring and assisting in weekly safety meetings, supervisor trainings and accident awareness trainings.
  • Collect reports required for records and evaluations of performance of Safety and Accident Prevention Programs.
  • Ensure employee understanding of and compliance with all company policies and procedures.
  • Ensure that all sub-contractors employees comply with jobsite safety rules and regulations.
  • Obtain and keep current streetcar operator certification.
  • Assist in maintaining employee training records in accordance with KC Streetcar Training Plan and FTA regulations.
  • Study and provide current information on government regulations for Occupational Safety and Health (OSHA), Federal Transit Administration (FTA) and keep Management and Supervisors advised of revisions of new regulations applicable to company activities.
  • Attend meetings and conferences required by the company, and other organizations considered advantageous to the company’s interest.
  • Must have the ability and availability to respond immediately to emergency or problem calls, and to be on call twenty-four (24) hours a day, seven (7) days a week.
  • Regular and consistent engagement, participation and promotion of Herzog’s Culture and its essential behaviors are a requirement for this position
  • Regular and predictable attendance and punctuality are a requirement for this position.

  • Bilingual preferred
  • Candidates must be 25 years of age.
  • High School diploma or GED
  • Transit Safety and Security Program (TSSP) Certified
  • Public Transportation Safety Certification Training Program (PTSCTP) Certified
  • Must be proficient with Microsoft Office Products.
  • Excellent interpersonal, verbal, and written skills are required.
  • Ability to work well with others.
  • Ability to enhance the commitment to and enthusiasm for a safe work environment throughout the Company.-
  • Ability to travel as needed.


Pre-Employment Requirements:

  • Subject to pre-employment background check and motor vehicle report review.
  • Maintain a valid driver’s license and endorsements as required per position.
  • Pass pre-employment DOT physical, medical evaluation, and drug screen due to the safety sensitive nature of this position.
    • This position requires you to pass and maintain a DOT medical evaluation to drive a Herzog commercial vehicle. 
  • Must successfully pass color/vision examinations as required by the position
  • Successfully complete and maintain any required safety certification and testing on an annual basis.


Physical Requirements:

The physical demands described below must be met by an employee to successfully perform the essential job functions of this role. This position will be physically demanding at times.  This is a non-exhaustive overview of the physical requirements of this job.

  • Able to walk on uneven surfaces up to one-half mile.
  • Maintain balance for an extended period of time while train is in motion.
  • Must be able to be aware of surroundings and follow verbal commands while being exposed to moderately loud noises on a daily basis.
  • Work in a confined access/space environment with a width of 24 inches.
  • Must be able to adapt to various temperature extremes including but not limited to heat, cold, moisture and wind. 
  • Regularly sit and stand for an extended period of time.
  • Able to tolerate repetitive movements: bending and overhead reaching.
  • Regularly to push/pull a force of 25 pounds.
  • Regularly ascend/descend a platform with a height of up to 18 inches from the floor.
  • Must successfully pass color/vision examinations as required by the position.
  • Must be able to hear and distinguish auditory signals.
  • Able to work in a safety sensitive work environment.
