Herzog Transit Services, Inc. is currently seeking a Training and Examination Manager in Southern Florida (Miami) area to join our team.


Duties and Responsibilities:

*This is a non-exhaustive overview of the job duties for this position.

  • Develop and administer training programs to ensure compliance with FRA 49 CFR Part 243 (Training, qualification, and oversight for safety-related railroad employees).
  • Researches, designs, develops, implements, and administers training programs to increase employee’s knowledge, influence behavior and improve performance.
  • Oversees design and management development of a variety of training methods (e.g., instructor-led, eLearning, simulation) to support the programs that address company needs.  
  • Manage outside consultants conducting various training programs.
  • Maintain records of all training programs/participants with related personnel information; provide special reports when required.
  • Work closely with HR to facilitate and develop New Hire Orientation training.
  • Incorporate methodology to measure and evaluate training effectiveness
  • Determines resource needs to deliver effective training
  • Evaluate current training programs for content and effectiveness
  • Continual research of training strategies, technologies, and development tools
  • Serve as a subject matter expert on training methodology to guide the creation of effective training tools
  • Assess project developmental needs through skills gap analysis to drive training initiatives
  • Aligns resources to efficiently design, develop and deliver training content.
  • Regular and predictable attendance and punctuality are a requirement for this position.
  • Other duties as assigned.



  • Must have at least 7 years of prior management experience with a commuter railroad operation, and demonstrated experience, including MOE and Train Operations experience, and experience working with applicable Regulatory Authorities.
  • Must have experience in management of training programs for a commuter or other passenger railroad
  • Demonstrated compliance record and experience implementing and managing training programs.
  • Ability to lead, develop, maintain, and implement training plans and procedures.


Pre-Employment Requirements:

  • Subject to pre-employment background check and motor vehicle report review.
  • Subject to pre-employment physical, medical evaluation, and drug screen due to the safety sensitive nature of this position.
  • Successfully complete and maintain any required safety certification and testing on an annual basis.

  • Frequently sits for extended periods of time.
  • Frequently use a computer keyboard and office related equipment.
  • Requires occasional standing, walking, lifting, stooping or bending.
  • Must successfully pass color/vision examinations as required by the position. 
  • Must be able to hear and distinguish auditory signals.
