Herzog Contracting Corp. is currently seeking a Communications Manager in St. Joseph, MO. The Communications Manager is responsible for the management of proposal pursuits and the timely completion of assigned proposals for projects of any size and complexity. They will organize and lead a multi-disciplinary team to develop compliant, compelling, and competitive proposal documents. The Communications Manager drives proposal production through detailed planning, scheduling, communication, and coordination of deliverables with subject matter experts and stakeholders. The Communications Manager has overall responsibility for the proposal lifecycle and implementing proposal management processes and tools.


Duties and Responsibilities:

  • Lead a multi-disciplinary proposal team and stakeholders to ensure the timely completion of assigned proposals.
  • Communicate and coordinate the proposal production process including scheduling and facilitating proposal kickoff meetings, reviews, and strategy sessions; developing and maintaining a compliance matrix with key dates, roles, and responsibilities; resource mobilization and allocation; and the exchange and organization of documentation, forms, and various content.
  • Review and analyze procurement documents to identify and communicate to the proposal team key information and requirements.
  • Collaborate with subject matter experts to develop and write proposal content by translating complex design and construction concepts into easily understandable narratives.
  • Coordinate storyboards and page layouts, and the design of covers, pages, tabs, and other document collateral.
  • Proofread proposal content ensuring compliance with client requirements, readability, grammar and spelling, and win theme message consistency and clarity.
  • Oversee the assembly and submission of the assigned proposal in hard and/or electronic copy document format.
  • Prepare slide decks and other documents for internal and client presentations.
  • Coordinate technical staff in interview/presentation rehearsals.
  • Interface with estimators, project managers, and project personnel to collect project information for developing project profiles.
  • Organize and maintain a proposal library of turnkey content for write-ups, graphics, project information, and photography.
  • Adhere to strict deadlines for multiple, simultaneous projects while coordinating closely with proposal and project managers.
  • Regular and predictable attendance and punctuality are a requirement for this position.
  • Other duties as assigned.



  • Proven industry experience and/or bachelor's degree in English, Marketing, Graphic Design, or Engineering.
  • Knowledge of the technical aspects of proposal management and processes for RFQs/RFPs and/or other large documents.
  • Strong writing skills, including editing, grammar, style, spelling, punctuation, and proofreading skills.
  • Experience with proposal document page layout including graphic design.
  • Strong knowledge of Adobe Suite, including InDesign, Illustrator, and Photoshop.
  • Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint).
  • Proven ability to work on multiple tasks or projects at various levels of completion.
  • Organized, dependable, detail-oriented, and deadline-driven.
  • Travel is required. 
  • Layout and assembly experience with large publications with technical charts, tables, maps, and other diagrams is preferred.
  • Knowledge of layout typography, line composition, color, and other graphic design fundamentals is preferred.
  • Knowledge and/or experience in the passenger rail and transit construction, operations, and maintenance industry is preferred.
  • Ability to understand and read project-related information and documentation including engineering documents/drawings is preferred.

  • Maintain a valid driver’s license and endorsements as required per position.
  • Subject to pre-employment physical, medical evaluation, and drug screen.
  • Successfully complete and maintain any required safety certification and testing on an annual basis.
