HSR Constructors is currently seeking a qualified Foreman for the Brightline Phase II Project that runs between West Palm Beach and Cocoa, Florida, with offices located in Melbourne and Ft. Pierce. This 128 mile-long project includes the construction of new track, the rehabilitation and upgrading of existing track; bridges; road crossings; and associated railroad signals work.


HSR Constructors is a joint venture of three of the leading railroad and transit contractors in the nation: Herzog, Stacy and Witbeck, and Railworks; who have joined to construct this fast-paced, high-profile project..


The Foreman will direct and oversee work crews in order to self-perform the construction of; turnouts, crossovers, tangent and curve track and a variety of road crossings to owner’s specifications.


Duties and Responsibilities:

*This is a non-exhaustive overview of the job duties for this position.

  • Coordinate work schedules with Railroad EIC, third party contractors and others.
  • Pre-plans work activities with Superintendent to develop best means and methods, including safety action plans.
  • Document job progress and maintain a safe and clean workplace.
  • Plans the day-to-day operations on assigned task and ensures that proper resources are in place for the timely completion of work, including labor, tools, equipment and material.
  • Takes responsibility for crew performance as it relates to company goals, safety audits, and following company policies and procedures.  Initiates follow up action as necessary including training, orientation, discipline, etc.
  • Adhere to all safety training requirements and be a leader in maintaining a safety-first attitude.
  • Reviews all project documentation and plans to ensure that the work in the field is built to the most recent specifications and drawings.
  • Maintains a dedication to safety at all times by modeling, providing education and enforcing safe work practices and company policies and procedures.
  • Ensures that proper safety equipment is available and used by all field personnel.
  • Takes actions to avoid potential hazards and obstructions, such as utility lines, other equipment, other workers and falling objects
  • Conducts daily briefing with crew to review production goals, performance feedback, safety and schedule, hazards, and to solicit feedback from the workers.
  • Communicates with customer and ensures a high level of customer satisfaction.
  • Communicates with contractors or sub-contractors to coordinate work, goals, etc.
  • Trains and motivates workers.
  • Performs a variety of administrative tasks such as production reports, timesheets, equipment logs, inspection reports, change orders and updating project files.
  • Performs other related administrative or project based duties as assigned.
  • Regular and predictable attendance and punctuality are a requirement for this position.

  • High School diploma or GED
  • Minimum 5 years of progressive growth in responsibility in railroad track construction, in an operating railroad environment under traffic, including at least 5 years of experience in supervising or directing the work of others engaged in railroad track construction or maintenance.
  • Must have the experience in the safe and proper procedures for operating railroad construction hand and power tools and railroad maintenance/construction equipment.
  • Knowledge of safe and efficient use of equipment and tools to perform construction and maintenance tasks
  • Knowledge of and ability to follow safety requirements and procedures
  • Must have the ability to read and interpret drawings, plans, and specifications for railroad track and civil construction and to inspect track and supervise the work of others for compliance with these documents.
  • Knowledge of all aspects of track construction and maintenance.
  • Ability to keep records and to prepare work reports.
  • Computer data entry skills and familiar with Windows software products. (Word and Excel). HCSS experience a plus.
  • Ability to understand and efficiently carry out instructions.
  • Ability to oversee the work of others and clearly communicate instructions to craft.
  • The ability to communicate in a professional manner with owner representatives, coworkers, and direct supervisor.
  • Ability to complete work and lead crews under time pressures and to maintain composure under the stress of emergency situations.
  • Thorough knowledge of the occupational hazards and safety precautions of the work being performed.
  • Willingness to wear and enforce the proper and required PPE (Personal Protective Equipment) such as hard hat, steel toed boots, eye and hear protection and face shields and other PPE required for specific tasks. Must provide own safety-toed boots.
  • Experience working within Federal Track Safety Standards and the ability to be qualified on examinations based on 49 CFR Part 213.7, AREMA and AAR Engineering Standards specifically rail laying procedures and the adjustment of thermal stress in continuously welded rail per CFR part 213.119 of the FTSS.
  • Knowledge of FTSS and FRWS and the ability to be Qualified on Authority’s examinations for 49 CFR Part 213.7 of FTSS and the GCOR related to these regulations within four weeks of start date
  • Strong client relation skills.
  • Strong verbal and written communication skills in English
  • Ability to speak Spanish is a plus.
  • Strong leadership skills.
  • Must be able to work well with others.


Pre-Employment Requirements:

  • Subject to pre-employment background check and motor vehicle report review.
  • Maintain a valid driver’s license and endorsements as required per position.
  • Pass pre-employment DOT physical, medical evaluation, and drug screen due to the safety sensitive nature of this position
  • This position requires you to pass and maintain a DOT medical evaluation to drive a Herzog commercial vehicle.
  • Successfully complete and maintain any required safety certification and testing on an annual basis.


 Physical Requirements:

The physical demands described below must be met by an employee to successfully perform the essential job functions of this role. This position will be physically demanding at times. This is a non-exhaustive overview of the physical requirements of this job.

  • Regularly lift up to 75 pounds of weight, up to an end height of 36 inches for a distance of up to 10 feet.
  • Regularly lift up to 50 pounds of weight, up to an end height of 48 inches for a distance of up to 10 feet.
  • Regularly carry weight up to 16 pounds for a distance of up to100 feet.
  • Regularly push/pull a force up to 25 pounds for up to eight minutes continuously.
  • Regularly grasp/squeeze equipment or tools with a force up to 40 pounds.
  • Regularly ascend and descend a 10 step ladder with up to 25 pounds. Frequently climb on/off equipment.
  • Regularly ascend/descend a step with a height of 28 inches from the floor.
  • Regularly kneel, bend, squat for extended periods of time.
  • Regularly sit and stand for an extended period of time.
  • Able to walk on uneven surfaces up to 1 mile.
  • Able to work outdoors in all weather conditions (hot, cold, rain, snow, and sleet.)
  • Available to work a 40 hour work week subject to overtime, on call and alternate shifts that may include weeknights, weekends and holidays.
  • Able to visually distinguish colors - red, blue, green, yellow; hear and distinguish auditory signals.
